Application, Payment Process, Reporting

  • Customers other than public institutions/organizations who want to have industrial services should apply to RUTE with the Test/Analysis Request Schedule to be filled in or with a request letter containing the information in the schedule.
  • The Test/Analysis Request Schedule must be filled in and signed in a legible, understandable manner, clearly indicating any risky situations (combustion, explosion, flammability, etc.) related to the sample in terms of occupational health and safety.
  • The brand/company name of the products to be tested/analyzed should not be specified in the request content. Products must be brought by coding. However, as an exception, if the test/analysis/measurement is carried out in accordance with the technical specifications within the scope of a tender, product/brand/model information may be specified in the report in line with the request of the institution conducting the tender.
  • Applications from universities should be sent on the letterhead of the university.
  • In test/analysis/measurement and inspection requests, an offer is made to the requester. If the offer is accepted and payment is made, analysis procedures are initiated.
  • The sample must be sent together with the Test/Analysis Request Schedule and/or the request letter containing the information in the schedule, the approved price offer and the bank receipt showing that payment has been made. Otherwise, the sample will not be accepted and will be returned.
  • All correspondence and annexes between TÜBİTAK RUTE and the customer during the process from the application to the finalization of the service are considered as a part of this specification.
  • Samples for analysis must be brought in the quantity and packaging defined by the relevant laboratory and must have a label with descriptive information about the sample (name, code, organization name, sampling date, etc.). If the quantity and packaging type of the samples are not specified, care must be taken to ensure that they are packaged in a way that does not harm human health and the environment.
  • The customer is responsible for notifying the storage conditions of the device / samples delivered by the customer and / or sent by cargo for the execution of the industrial service. In the absence of any notification by the customer, the device / samples will be stored according to the relevant infrastructure environment conditions and TÜBİTAK RUTE will not be responsible for any damage and loss that may occur due to storage conditions. In addition, the customer is responsible for the damage and loss that may occur to TÜBİTAK RUTE employees, devices, infrastructures due to the device / samples that are not notified despite the special storage conditions.
  • Before the test / analysis / calibration service is started, an agreement is made between the institution and the customer on the methods to be applied in the service and approximate service times for the Test / Analysis / Measurement and Inspection Service performed in the laboratory. If a method is not specified by the customer, the method to be applied in the laboratory is confirmed to be suitable for the customer's purpose and customer approval is obtained.
  • All technical and legal responsibility for the delivery of the sample to TÜBİTAK RUTE in accordance with the conditions defined in the Industrial Service Catalog (intact, in appropriate packaging, in sufficient quantity, at the appropriate temperature, etc.), the supply of the method if a different test method is requested to be used, the determination and full expression of the desired parameters belongs to the customer.
  • TÜBİTAK RUTE is not responsible for any unintentional damages that may occur to the customer's device/humidor during the performance of the service. It may also be detected during the performance of the service that the device/sample is defective or out of adjustment. TÜBİTAK RUTE cannot be held responsible for such malfunction/adjustment problems. If necessary, when the sample is taken to the laboratory or during the preparations required for the test, a record is kept and recorded in case of any damage to the laboratory or sample that may interfere with the test.
  • The customer is responsible for any damage and loss that may occur to TÜBİTAK RUTE employees, devices, infrastructures due to accidents that may occur during industrial service operations, arising from the device / samples or the auxiliary tool / equipment / device to be provided by the customer for the test.
  • During industrial service operations, it is the customer's responsibility to make the device/samples operational and to supply the special fasteners required between the device/samples and the test system other than the fasteners in the existing test systems.
  • All tools/equipment etc. required to make the samples operational will be provided by the Customer.
  • All transportation operations required for the delivery of the device/samples to TÜBİTAK RUTE and for the receipt of the device/samples from TÜBİTAK RUTE after the service will be carried out by the customer.
  • During industrial service operations, only one person from institutions other than TÜBİTAK RUTE will be allowed to enter the relevant infrastructure at the same time, except in exceptional cases, in order to make the devices / samples operational and to monitor the work. The request to monitor test/analysis/measurement studies must be specified in the Test/Analysis Request Schedule.
  • Persons who will participate in industrial service work from institutions other than TÜBİTAK RUTE are obliged to comply with the Occupational Health and Safety Procedures, Instructions and Rules applied in TÜBİTAK RUTE and all kinds of legal regulations such as statutes, regulations, communiqués, etc. in force within the scope of Occupational Health and Safety Legislation.
  • The devices/samples delivered and/or sent by cargo by the customer for the execution of the industrial service must be received back within 30 days at the latest after the notification of the completion of the service is made to the customer. Devices/samples not received within this period will be destroyed.
  • If costs change during the year, RUTE may change the prices without any publication by RUTE.

Application Process

Application

The customer fills in the Test/Analysis Request Schedule and sends it to RUTE (to the Industrial Service officer of the relevant laboratory or to the general e-mail address) together with the sample.

Conformity Check

 

  • The application and sample are checked for conformity by RUTE.
  • For the applications for which the Conformity Check is positive, the service price is notified to the customer and/or an offer is prepared.
  • The quotation is sent to the customer for approval and payment.

Customer Confirmation and Payment

 

  • The customer makes the payment after approving the incoming offer and price information.
  • The approval information is sent to TÜBİTAK RUTE together with the bank receipt.

Service Realization

  • The Test Analysis activity for which payment and receipt is received is performed.
  • Test/Analysis/Measurement Report is sent to the customer.
  • The invoice is sent to the customer [e-mail, hand delivery, postal mail (APS), courier (buyer-paid)].

Payment of Service Fee

  • If the service fee is deposited to the specified bank accounts and the receipt is sent to the Industrial Service officer in the relevant laboratory or to our e-mail address  rute@tubitak.gov.tr, the analysis can be started. Cash payments are not accepted by our Institute.
  • In case of traveling outside TÜBİTAK RUTE for services, the travel, accommodation and subsistence of the relevant personnel are covered and/or paid by the relevant organization.
  • Report preparation in English language is charged separately (1,000 TL - 10,000 TL + VAT depending on the scope of the report).
  • For urgently requested services, a 100% price increase will be applied for work done outside of regular working hours and/or on holidays, while a 50% price increase will be applied for tasks prioritized during regular working hours.
  • If any service is requested to be repeated due to a reason arising from the device / samples or the auxiliary tool / equipment / device to be provided by the customer during the performance of the industrial service, the relevant service will be charged separately.
  • After the industrial service process is started by TÜBİTAK RUTE, if the customer withdraws from the service purchase, the fee corresponding to the service provided until the time of withdrawal is calculated by TÜBİTAK RUTE and invoiced to the customer.

Reporting

  • Test and analysis results do not constitute an endorsement of a product or a quality certificate.
  • The report and its results may not be used for commercial and advertising purposes by the requesting organization and its customers. The report may not be reproduced/published in whole or in part. Necessary legal action will be initiated for the customer who shows and uses the documents received from TÜBİTAK RUTE as product approval.
  • In cases where the information is provided by the customer, TÜBİTAK RUTE is not responsible for the accuracy of the information provided by the customer and the effects of this information on the validity of the results. The information provided by the customer is clearly identified in the Test Result Report.
  • Only one report is issued for the tests/analyses requested in the application petition. If a separate report is requested for more than one sample, this must be specified in the request letter.
  • The analysis report and invoice are sent to the address specified in the application petition.
  • Reports are also delivered by e-mail upon request.

Note

  • E-mail addresses must be written in the application petition.
  • Test/analysis prices are valid until the date specified in the price offer prepared according to the scope of the service.
  • If costs change during the year, RUTE may change the prices without any publication by RUTE.
